Federal law No.368-FZ of July 3, 2016 "On the introduction of amendments to the Urban Planning Code of the Russian Federation", which came into force on September 1, 2016 determined the need to create a new information resource in the construction sector – the Unified State Register of Design Documentation Appraisal Reports of Capital Construction Objects (hereinafter – GIS USRR).

The purposes of creating the GIS USRR are the following:

• a single point of access to consolidated information about appraisal reports,  design documentation and engineering surveys concerning capital construction objects;
• improvement of information transparency of expert organizations activity;
• improvement of efficiency and quality of management decisions aimed at reducing the investment cycle and optimization of budget expenses of the budgetary system of the Russian Federation in the design of capital construction objects.

Public Technology and Price Audit

Public technology and price audit involves major investment projects with state participation in the construction, reconstruction or technical re-equipment of capital construction projects.

An investment project refers to a feasibility study, scope and timing of capital investments, including the required design documentation, as well as description of practical investment activities (a business plan).

Public and price audit includes the following:

• expert evaluation of the justification for selecting the designed technological and constructive solutions for creating a capital construction object as a part of the investment project for their compliance with the current level of technology development;
• expert evaluation of the value of the capital construction object.

Public technology and price audit of investment projects is carried out:

• in 2017 - in respect of capital construction objects with an estimated cost of 3 billion rubles or more;
• from 2018 - in respect of capital construction objects with an estimated cost of 1.5 billion rubles or more.

Public technology and price audit of investment projects is carried out by independent expert organizations, the selection of which is held in accordance with the requirements of the legislation of the Russian Federation on the contract system in the procurement of goods, works and services to ensure state and municipal needs, considering additional requirements established by the Government of the Russian Federation.

The conduct of public technology and price audit is regulated by Resolution No.382 of the Government of the Russian Federation of April 30, 2013 "On the conduct of public technology and price audit of major investment projects with state participation and on the introduction of amendments to certain Acts of the Government of the Russian Federation".

Technology and price audit of investment justification

Technology and price audit of investment justification is carried out in relation to investment projects for the creation of capital construction objects in respect of which it is planned to conclude contracts for the execution of design and construction works as well as commissioning of capital construction objects.

Investment justification is a document which includes among others a draft specification for designing a capital construction object and contains description of the investment project.

It is carried out by federal executive bodies, executive authorities of the constituent entities of the Russian Federation or their subordinate organizations, whose powers include construction estimate validation of capital construction objects, by State Atomic Energy Corporation Rosatom.

Technology and price audit of the investment justification is regulated by Resolution No.563 of the Government of the Russian Federation of May 12, 2017 "On the procedure and basis for concluding contracts for the execution of design and construction works as well as commissioning of capital construction objects and on the introduction of amendments to Certain Acts of the Government of the Russian Federation".

Pricing in construction is the mechanism of formation of services and materials cost in the construction market. Pricing policy in construction is based on the principles which are general for all sectors.

FAI Glavgosexpertiza  invites representatives of the professional community to participate directly in the process of  improving the pricing system and cost estimate rate in the field of  urban planning activity in order to create the most effective pricing system, develop a consolidated decision on the issues under consideration and ensure reliable determination of the cost estimate.

The cost estimate of construction, reconstruction, major structural repairs of capital construction objects is subject to expert evaluation if financed  

• from the budgets of the budgetary system of the Russian Federation,
• by legal entities established by the Russian Federation, constituent entities of the Russian Federation, municipalities,
• by legal entities which registered (contributed) capital share  in the Russian Federation, constituent entities of the Russian Federation, municipalities is over 50 %.

Specific cases in which FAI Glavgosexpertiza shall validate the сost estimate are specified in subparagraph b (3) and paragraph 4 of Regulation on the conduct of cost estimate validation of construction, reconstruction, major structural repairs of capital construction objects is subject to expert evaluation if financed  from the budgets of the budgetary system of the Russian Federation, by legal entities established by the Russian Federation, constituent entities of the Russian Federation, municipalities, by legal entities which registered (contributed) capital share  in the Russian Federation, constituent entities of the Russian Federation, municipalities is over 50 %, as approved by Resolution No. 427 of  the Government of the Russian Federation of  May 18, 2009.

State expert appraisal of design documentation and (or) engineering survey results is a form of urban planning expert evaluation which involves the compliance assessment of design documentation and engineering survey results with the requirements.

This service is a key service provided by FAI Glavgosexpertiza.

State expert appraisal by FAI Glavgosexpertiza is obligatory in the cases as prescribed by paragraph 9 of Resolution No. 145 of the Government of the Russian Federation of March 5, 2007  “On the procedure of organizing and conducting state expert appraisal of design documentation and (or) engineering survey results".
