Federal law No.368-FZ of July 3, 2016 "On the introduction of amendments to the Urban Planning Code of the Russian Federation", which came into force on September 1, 2016 determined the need to create a new information resource in the construction sector – the Unified State Register of Design Documentation Appraisal Reports of Capital Construction Objects (hereinafter – GIS USRR).
The purposes of creating the GIS USRR are the following:
- a single point of access to consolidated information about appraisal reports, design documentation and engineering surveys concerning capital construction objects;
- improvement of information transparency of expert organizations activity;
- improvement of efficiency and quality of management decisions aimed at reducing the investment cycle and optimization of budget expenses of the budgetary system of the Russian Federation in the design of capital construction objects.
